Robert Moore bought a thousand acres from the Willamette people in the early 1840s, built his cabin on the slope above the falls and started a town he called Robin's Nest, renaming it Linn City in 1845 for his friend Lewis F. Linn, the Missouri senator behind the Donation Land Claim Bill. By 1846 he had four flour and lumber mills going and housing for the men who ran them. The falls powered a lumber mill from 1842, a flour mill from 1844, a woolen mill from 1864 and the first paper mill in the Pacific Northwest in 1867. The Willamette Falls Locks opened in 1873 to carry boats past the drop and closed in 2011.
