William Winchester bought about 167 acres in 1754 and laid out what was first called White's Level and then Winchester, and the Maryland General Assembly renamed it Westminster in 1768 to keep it distinct from Winchester in Virginia. It is the seat of Carroll County. On June 28, 1863 two companies of Delaware cavalry attacked a far larger Confederate force under J. E. B. Stuart in what is remembered as Corbit's Charge, and the delay kept Stuart away from Gettysburg. A historic marker in town claims Westminster as the first place in the country to receive Rural Free Delivery, in 1899.
