The army began building Fort Harrison around 1835 as a Seminole War outpost, on a bluff above the harbor that is now the Harbor Oaks neighborhood. The name is literal and older than the town: fresh water ran from springs on that bluff, including one near where the old city hall stood. In 1915 a bridge was built west across Clearwater Harbor to join the city to the barrier island, which is why Clearwater Beach, on a separate island facing the Gulf, is still part of the city rather than a town of its own.
